R help - Mar 2014 - R CMD bulid Syntax

Hi,



I'm trying use R CMD build, and cannot for the life of me get it work.  The
OS is Windows 7, and I just upgraded R to 3.0.3.  Depending on what I try, I
get "Error: unexpected symbol" or "Error: unexpected input".
I have no idea
where I am going wrong.  I think I am supposed to type this R at the >. 
I'm
also not entirely sure where the directory is supposed to be.
