R help - Jan 2014 - error message when I try to use help to look at html files

Hi When I use my 64bit version of R I get error messages when I use any of  
the help files.  I error in "start dynamic help.  along with "unable 
to
create socket"  This does not happen when I use the 32bit version of the 
same
program.  Thank you in advance for any advice you can give me
