You have made it extraordinarily difficult to help you.
1) Using a library function without indicating which library it is from. This is
really a special case of failing to provide a reproducible example as requested
in the posting guide.
2) You provide data that does not appear to be a result of the code you provide
(Lag.1 is not test)
3) You seem to think vector calculations proceed sequentially, such that the
right side of an assignment can use results from the left side. This will never
happen in R.
Try this:
f$test <- 0
f$test <- ifelse(
f$close<Lag(f$low),1,ifelse(f$close>Lag(f$high),-1,0))
z <- rle(f$test)
z$values <- ifelse(0==z$values,Lag(z$values), z$values)
f$test2 <- inverse.rle( z )
