RSiteSearch("monotone", restr="func") will give you several
packages and
functions for monotone smoothing, including the isoreg() function in the
standard stats package. You can determine if any of these does what you
want.

approxfun() might be what your looking for.
Is the result of approxfun() inevitably monotonic ?
