This should create your files for you:

fileNo <- 1 # initialize the file number
invisible(lapply(split(x, breaks), function(.values){
write(.values, file=sprintf("NWRxx.%03d.txt", fileNo))
fileNo <<- fileNo + 1 # update the file number
}))
