R help - Aug 2005 - relation between cex.axis and pointsize in graphics device

I am not able to see the relation between this parameters.
Will I get the same result with 

pointsize=24 and  cex.axis=1
and
pointsize=12 and  cex.axis=2

It seems that the fonts will be only scaled when I am changing the 
pointsize after printing
and it seem that they will be drawn in a better resoultion with the 
second way pointsize=12 and  cex.axis=2
