As far as I know there is no algorithm to construct BIB designs for arbitrary
numbers of blocks, experimental units and replicates -- actually for some
combinations no BIBD exist. For a list of different combinations and generating
procedures see K. Hinkelmann and O. Kempthorne: Design and analysis of
experiments, Wiley, New York
