I hope you don't want to use less than that, and believe 16Mb is highly desirable. It needs about 25Mb of disc space for a fullish installation, about 12Mb for a minimal one (but I have not verified the latter figure recently). I have R running on windows 98 machines with 8 MB of RAM. I think that is close to the minimum.
