Puppet users - Apr 2013 - How to enable hiera debug when running puppet 3.0 with apache/passenger?

What''s the trick to displaying hiera debug messages when the puppet
master
is running under passenger?  I have uncommented ''ARGV <<
"--debug"'' in the
config.ru file but that doesn''t help.  Not sure where to go to next.  
Currently running puppet 3.0.
