Since upgrading openssh the interactive prompt has been slowly taking
longer and longer to come up.  Now we're up to 20 seconds on an aging
atom, which is still faster then most mips and arm boxes... Any tips
would be absolutely appreciated.

I'd suggest running both server ("/path/to/sshd -ddde") and client
("ssh -vvv yourserver") in debug mode and seeing where the delays
appear, possibly specifying "-p 1234" to run them on a non-default
port
without disturbing your production sshd.
