Nut upsdev - Feb 2013 - SMS Brasil driver. new beta version available for testing.

Hi,

The new version of smsbrasil driver for NUT is available for testing, at
http://www2.dem.inpe.br/ulisses/smsbrasil-0.0.2.tar.gz.

I'm waiting feedback, suggestions and bug reports.

The file includes the source code (smsbrasil.c) and the text file smsbrasil.txt.
This last one must be converted to smsbrasil.8 (manpage).
The english text request a revision since it is not my native language.
