hmmm debianutils woody 1.16.2woody1 has an -p switch,
it mentioned in it's manpage:
$ mktemp -p /tmp example.XXXXXXXXXX || echo bla
/tmp/example.XXXXUZXcj1
$ cat /etc/debian_version 
3.0

could you please verify if the mktemp you are using is from aboves
package?

The woody version of mktemp does support the '-p' option. I'm
running
the newer version of logcheck on woody systems at work with just a
private version of run-parts from unstable.

The following is the output from mktemp on a woody system.

jjm at foo:jjm$ mktemp --help
mktemp: invalid option -- -
Usage: mktemp [-dqtu] [-p prefix] [template]

$ cat /etc/redhat-release 
Red Hat Linux release 8.0 (Psyche)

$ mktemp -d -p tmp logcheck.XXXXXXXX
mktemp: invalid option -- p
Usage: mktemp [-d] [-q] [-u] template

the man mktemp of this rh release dates from  November, 20, 1996.

/me is curious on which system did you try logcheck.

thanks for your feedback
closing this bug report.
modern openbsd have this switch, modern rh should too,
so it seems not to bee a portability issue.
