llvm dev - Jan 2018 - releases.llvm.org randomly failing with Service Unavailable

I'm seeing fairly routine "Service Unavailable" when trying to
download
5.0.1 files from releases.llvm.org.  I thought I'd fixed it by switching
to https, but others are seeing the failures.
