llvm dev - Oct 2017 - Monorepo Arcanist Config?

Hi llvm-dev,

I'm currently switching my workflow to using the monorepo, and I'm
trying to use arcanist to upload and update patches to phabricator.

When I try to do 'arc install-certificate' from the top-level directory
of the monorepo that I've cloned, it can't seem to find the .arcconfig
file.

Is this supported yet, and if no what is my alternative?

I cloned from https://github.com/llvm-project/llvm-project-20170507 which seems
like the most updated version.

Help?
