llvm dev - Oct 2017 - CMake scripts missing in Windows installer?

The "Building LLVM with CMake" page correctly describes the location
of
the CMake scripts (for embedding LLVM in another project) for Linux and 
MacOS,. but the Windows installer does not provide these scripts (both 
3.9 and 5.0 installers checked).

Is this a known issue? Are these scripts available elsewhere? Are 
Windows users just out of luck?
