I would like to get an estimate of how many LLVM developers are
planing to attend one of these conferences Sat 4 - Wed 8 February 2017
in Austin, TX.

The organizers are asking for an estimated number of attendees for an
LLVM gathering.
Which brings the question about the form of the meeting: do we want
technical talks, BoFs, hacker's lab, tutorials, posters?
