Format 256 is G729, it looks to me you're SIP phone is trying to place a call to the PSTN using G729, since the PSTN only supports alaw/ulaw (depending on the type of channel), you need to transcode the call, and you don't have G729 codec (you need to pay for it). Sangoma offers D100 card which can do the transcoding to G729 in Asterisk. But the easiest solution is to switch the codec in your softphone to ulaw/alaw or something that is supported natively by Asterisk without extra licensing required.
