Type 'mpg123' at the Linux CL. (no quotes)
If the version is anything other than 59r, you problem is solved.
Go to the Wiki and search for Music On Hold.
Do the install of version 59r ONLY as described in the docs.

The strange thing about this is that when I have X-Lite configured not
to send silence and dial into a queue I hear the queue announcements
(every 60 seconds as I've configured) but no MOH, however when I tell it
to transmit silence I hear both the announcements and MOH !!!

Am I right in thinking that when X-Lite is set not to transmit silence,
I shouldn't even hear the announcements ???

Perhaps the instructions have improved, but I discovered that some 
instructions were incomplete. Perhaps not to a Linux expert, but to the 
"normal" reader, information such as in what directory should a
specific
operation be performed.
I finally was able to move some stuff around and bumble into it, but 
still get the complaint when Asterisk loads about the flexibel (sp?) 
rate not fully tested.
The Wiki mentions this, but again a solution is not provided for the novice.

I already have the correct version of mpg123 installed and running.  I
can hear MOH through my SIP connection to sipgate (now that I've got
ztdummy successfully installed) but with X-Lite I can always hear
announcements but only MOH when it is set to transmit silence.

Yep.  The Wiki is a work in progress so some things are great... Some...
