Yes - the problem was a missing signalling line in zapata.conf. Now in and out work. Also, it was news that "reload" from the console doesn't reflect changes made in zaptel and zapata.conf entries. In very general terms, when making base definition changes to sip, iax, zapata, etc, its much safer to simply assume a stop/start. Simple changes to existing base definitions will typically get picked up with reload. Until one gains some level of experience, just stop/start to ensure your changes take affect.
