You can try playing with the Xen scheduler (boot time options):

Xen uses borrowed virtual time (BVT) by default. You could try the
others (atropos, round-robin) to see which one suits you. I''m still
experimenting with this a bit since I need some way to
"hard-partition" certain domains. Not sure if we can change bvt
options on-the-fly, though.
