Jim, unpacked, tried the INSTALL procedure, first as me, failed due to
perms error, then did "make clean" then prefaced that command line
with
sudo. Again died, perms error:

/usr/bin/mkdir: cannot create directory ?/usr/local/ups?: Permission denied

Do I need to sudo everything on debian bookworm? Did that got instructs
to sudo make install-as-root, failed:
install-as-root: Apply systemd enabled/disabled service presets
Failed to preset all units: Unit /run/systemd/transient/session-2.scope
is transient or generated.
make: *** [Makefile:2198: install-as-root] Error 1
