I''m running v3.2.1 and the bug report is from v2.7.17 -- am I doing
something wrong?

This sounds like the other side of the coin to a bug that I filed: https://projects.puppetlabs.com/issues/19414 Not being able to add AD/LDAP users to a local group is a fail.
