Rails - Apr 2008 - international payments

I just built a store in rails with active merchant - authorize.net.
Everything works great except international payments always get
declined.

Does anyone have any recommendations on resources to checkout or know
anything that might be helpful?

I''d guess it might be a limitation of your merchant account. Can you
do an international transaction manually through the authorize.net
''virtual terminal''?
