Yes, it looks like a bug. I try to simplify it:

When using mtext(..., las=2, adj=anything), the argument adj doesn't
seem to have any effect:

  plot(1:10)
  mtext("x^2 + x^3", side = 2, las=2, at=3, line=3, adj=0) # works
fine
...

  # but here it is not left justified at line=3:
  mtext(expression(x^2 + x^3), side = 2, las=2, at=7, line=3, adj=0)
