I had this happen as well - though in my case it was not intermittent.
Some of my machines never ran my netlogon script. On Windows domains
the client machines do not necessarily have to be on the domain to log
in - clients can used cached authentication once they've logged in
successfully. So people can take laptops and roam with them.
What happened in my case is that due to network problems some clints
were not really authenticating to the domain, so the login scripts were
not running. I fixed this by creating an lmhosts file to specify the
domain controller - Google for "lmhosts domain" and you'll get a
Microsoft article explaining how to do it. The syntact of lmhosts is
rather specific.
