Syslinux - Sep 2004 - tftp-hpa-0.39 released

Due to the timeout bug (reported by Cisco), trying to get a new release out. 
However, some of the new rewrite engine features made it in.

Changes in 0.39:
         Support Perl-style \U...\E and \L...\E, as well as allow
         matching rules to be inverted (execute if rule *doesn't*
         match.)

         Fix a timeout bug.

         Add an RPM spec file.
