CentOS - Mar 2006 - Trouble with the quote key

I?m having trouble with the quote key. I need to hit it twice for the 
quotation character to appear. This is true for both double and single 
quotes. 

I can?t find where I would fix that. Could someone give me a hint.

Have you tried a new keyboard to eliminate a hardware problem?

It sounds like you're using a Spanish keyboard, which uses both ' and
"
as "dead keys" so that you can type, for example, 'a to get ?   or
"u to
get ?.
