This works for me.  Either there was a temporary network outage, or
you have a broken http proxy (perhaps an intercepting one).

I would recommend you use the git protocol instead if you can.
In Config.mk change:
 QEMU_REMOTE=http://xenbits.xensource.com/git-http/qemu-xen-4.0-testing.git
to:
 QEMU_REMOTE=git://xenbits.xensource.com/qemu-xen-4.0-testing.git
