The hardware registers used to initiate a reboot are emulated by qemu which
usually runs as a process in dom0. When those registers get accessed to
trigger a reboot, qemu notifies Xen, which notifies the dom0 toolstack, and
then a decision can be made as to what to do (e.g., restart the VM, destroy
the VM, ...).
