Xen devel - Aug 2009 - CS 20084 breaks multiple-cpu HVM guests

After CS 20084, HVM linux guests get stuck at "Brought up 2 cpus".  CS
20083 still works.  Presumably there''s some IPI stuff broken in the
update.

I''ve taken a look through the patch, but nothing sticks out to me.
I''ll keep looking, but if someone who knows the code better could
review the change, it might be more obvious...

Not sure I have a handy test guest to hand, but I will give a kick around
too tomorrow. It''s got to be a stupid easy bug.
