Buffer bloat?
This is a fairly common problem. Symptoms are that a normal response
time is reported by ping but there is a significant delay before the
ping request is actioned. It is easily demoed by timing a script that
issues singleton pings, e.g. "ping -c 1 www.example.com", for 5 or 6
different targets. Normally such a script would run in under a second,
but if carrier and/or ISP networks are suffering from buffer bloat it
can take 10+ seconds to run.
