I presume it's a permission problem, but I am running as a super-user.

Actually its a typo :
WINEDLLOVERRIDES="ole32=n" $WINE
/Users/garygauthier/Desktop/DCOM98.EXE
should be as this :
WINEDLLOVERRIDES="ole32=n" wine /Users/garygauthier/Desktop/DCOM98.EXE
If not, ensure why $WINE is empty.
