Vorbis is an audio codec, not a video codec, so you can't use it for
video. For the audio part of this, Vorbis isn't a good choice - it's a
high latency codec. You might be interested in looking at Speex
(another of Xiph's codecs), which is designed for speech.

Sure is.  You can use Theora (video) and Vorbis (audio) inside the Ogg
container for streaming in any environment.  It's just a matter of
having the proper tools, like Icecast for instance.

Ogg Vorbis is for audio, You might mean Ogg/vorbis /theora for video
supported by several Sip softphone like ekiga.

It's not suitable for two-way conferencing because the latency is too  
high. We recommend speex instead for conferencing.
