Depends on what you want to do with it. If you just want a music
player like Winamp to play Vorbis you normally install its plugin. If
you want Vorbis to work with WMP, you need to install the DirectShow
filters[1].
If you really want to provide the Windows system with libvorbis for
all applications that may need it, you may download alreadt compiled
w32 libraries from either rarewares[2] or aoyumi's website[3]. Then,
copy libvorbis.dll into c:\windows\system32
