Yes. Each stream has two sizes ('blocks' in vorbis terminology). Each is
a power of two, and the actual two sizes used are defined in the header.

I'm not an MP3 expert, but I understand that is the correct
correspondence.
I also understand AAC has long and short blocks/frames/windows,
but it always uses runs of short blocks to exactly match the
length of a long block, so one maintains something very similar
to a fixed frame size.
