is there a way to read the encoder version from encoded .oggs? If yes,
what's
the easiest way to do it?

in unix: 
ogginfo file.ogg (see version, but it only reports `0' :/)

or view the header yourself with something like less

or use the magic of `file', there should be some `magic'-file
for the unix ``file'' command that understands ogg-files.
