Vorbis dev - Jul 2001 - ov_bitrate -- is it fake or real?

I'm sure you're all aware ov_bitrate doesn't include some of the
data
in the Ogg bitstream in its calculation that's (AFAIK) required for
decoding Ogg Vorbis streams..

I was wondering what the reasons for this are, as the results are quite
different in some cases (36.7kbps -> 24.7kbps for one ogg I created)..

ov_bitrate only tracks audio pages, and as such leaves out the file
headers; this is the only data it ignores (it does count paging
overhead).  For a very small file, the headers can be a significant
amount of the file (in beta 4, the header is ~12kB.  In rc1, this will
be reduced to ~4kB).
