Hum ... sorry, i have never used Tinc on Windows, maybe with the 'taskkill' command line tool, you can try 'taskkill /?' for help. It would be nice to have a file ready that is updated on each connection change. That makes it easier to process this info in a web page. Otherwise you have to use sudo allow signalling or commanding tinc.
