I would keep an eye on Firefogg (firefogg.org) ... it will include some
utilities for joining ogg files for flattenging video from our
in-browser sequencer: http://www.mediawiki.org/wiki/Extension:Sequencer
Probably a month away from something very usable but just giving you a
heads up that work is happening in the direction you described. But the
platform is javascript / Firefox extension rather than a desktop GUI :)

but our version will consist of free/open source videos of single words that
anyone can remix to make their own sentences out of them. i will have converted
all the videos we shoot to ogg format for students to join them end by end to
create their own sentences and they will need a simple free program to be able
to do that...
