Hrm, I didn't see the email that spawned this one.
If you're compressing mostly voice, I've found that using lower bitrate
MP3
(8, 16, 24, or 32 kbps) for 16, 22.05 and 24 kHz sampling rate audio.
I've used LAME with the following settings for EXCELLENT results:
lame --nohist -a -m m -q 4 --vbr-new -V 6 -b 8 -B 32
You don't mention your audio application or environment. Voice won't
suffer
if you resample it at 8-11KHz. LAME has a reasonable resampler for that.
