how to calculate time offset between timezones?

Is there a way to calculate the offset between timezones, e.g. from "AST" to
"GMT"?
#DETAILS#
I am working with data files that use local time, and that indicate the
timezone by e.g. "AST" (Atlantic Standard Time, my local time) in a header.
I was guessing that

samba server does not list shares of type Pritner
Samba server does not list/return share type of Printer.
It only does Disk and IPC$.
In /etc/samba/smb.conf, [global] section has
load printers = yes
cups options = raw
printcap name = /etc/printcap

printing = cups
There is this section.

upstart configuration for nut
Hello,
I'm just migrating my boxes to fedora 9 which brings us to the upstart
mechanism instead of SystemV, etc.The distro as it is delivered does not
have configuration which supports powerfail events.
What can I put in /etc/events.d to make nut work again with the rest of
the system fortimely shutdown, etc?
Pointers to example files are very welcome!

vfs module recycler
this module doesn't seem to want to work on anything but a root ubuntu
filesystem. It won't work on any external drives or secondary drives just
the main one. This poses as a problem for a system with several drives.
if i delete on a secondary drive of any sort with any use in a samba share
over smb i get the folders placed in the recycle bin but no file.
I have a sent copy of the config
