What makes TDM400 FXS Connection to TELCO go into Off Hook State?

At some point, it starts working, but I don't know what is
triggering asterisk to start working. But I have a theory below.
I have instrumented the code with debugging and narrowed it
down to some code in chan_dahdi where it appears to be checking
for hookstate. I can actually resolve this issue by changing
a return code in the available function in chan_dahdi.c
This led me to look at dahdi show channel 4
It appears that when outbound calls are working,
the Hookstate displays Offhook.

Asterisk DIES with no trace. PLEASE
Thanks Zeeshan,
SAngoma told me that the asterisk problem is unrelated to wanpipe drivers,
they told me to reinstall asterisk again
But, i still having doubts about the problem :(

problems with TDM400P
...ming lines are connected, only the first ZAP
channel is picking up. So if
one line is in use, nobody else can call in even though there are other
lines free. When in debug mode (-gcvvv) nothing is showing up that
there's another call coming in.
3. channels don't always hang up properly - HookState shows as offhook
for quite some time.
4. Asterisk Zap channels don't see an incoming call until 2 rings after
the existing Nortel PBX sees it. Both people calling in and people
answering don't like that.
I've gone through whatever documentation and mailing list archives, but

Question on PAP2 linksys showing off-hook
...I have the registration,
thought I was good to go.
Plugged in my Valcom 2924 public address analog connection, called the
extension
and I got busy... very strange I thought.
I then looked at the status page of the PAP2 and it says the following
Reg online and hook state OFF.
How do I get the hookstate to be ON so that I can call into the device?
I have power cycled it and it always shows hookstate OFF.

e911 Signalling
...r for 911. Split out of the T1 into two MF CAMA trunks
on ILEC side.
I'm trying to use asterisks e911 signaling, but I'm having trouble with
the dial command. (== Everyone is busy/congested at this time (1:1/0/0))
I'm missing something and I'm thinking it has to do with the hookstate
of the dahdi channel.
If anyone has a similar situation and want to provide some guidance, I'd
sure appreciate it.

- Voltage status: cable connected, voltage values (if possible), line
ringing?
- RX/TX Volume status
I'm using a TDM400 card with FXO modules plugged on spanish lines, and
trying to parse "zap show channel X" with Asterisk 1.4.0 gives me
unexpected results:
- "Hookstate (FXS only)" line shows Onhook when cable is disconnected
and Offhook when cable is connected, whether there is a phone call or
not... Is it normal (with an FXO line)? Can someone explain me why?

Modem Calls
My office is investigating using an Asterisk PBX and also going to a VOIP
provider for our main phone connections, but one of the tricky things is that
we need to have outbound and inbound modem calls (fax too).
I see a lot of talk about faxes but no mention of modems on this list. I get
the impression that modems will be a problem for us. Is that true?
