Here is a link to what they say about "Other Formats"
http://mp3licensing.com/other/index.html
They list:
Atrac 3, (E)Pac, AAC
..and various patents of theirs they believe that these formats
rely on.. then basically say:
"We have not yet determined our licensing policy for this format"
Vorbis is not mentioned..

Format converters
Are direct bit-rate converters possible for Ogg Vorbis? Or do they
already exist?
Even more, is it possible to directly convert MP3/ATRAC3 (i.e., Sony
Minidisc) encoding to and from Ogg Vorbis?
There has been an earlier discussion on this question. But this
discussion centered around the fact that people couldn't see the point,
and were rather hostile to the idea.
There is a very good reason to want this. I can best illustrate...

A friend of mine recorded his band's last album on DCC in the mid 1990s
and released it on CD. It sounds horrible; the lossy compression of DCC
is even worse than MiniDisc's ATRAC. I'm sure this CD would fail most
FFT quality tests, as literally everyone who heard it (not just people
with "golden ears" or good sound systems) complained about the quality.

Idea to possibly improve flac?
First of all, I am not aware of any official source of FLAC files
that provide MP3 sourced data. I meticulously check the music I
purchase, especially when it is 24/48 or 24/96 material, because this
is new technology, and sometimes people get it wrong.
However, you should be aware that many modern producers use software
to create their music, and when the software stores sound clips in

automatic gain control
>Fromwhat you describe, your comp/limiter can't possibly be working
correctly. It should be the last unit in line before the sound card, and
needs to be adjusted properly. You also need to balance the levels on your
mixing board (so that the correc t level comes at predictable place on the
slider). It might be worthwhile to find someone with some sound-mixing or
radio engineering experience
