It seems so. I can do an smbclient -L on that host.
/var/log/samba/nmbd.log has the following entry:

I rose the os level below intentionally to 65 since
I thought when there is no master browser so let my machine
at least become master browser. This doesn't seem to work.
At least the windows machines cannot see the hosts. They
advertise the workgroup IPHY though.
