It is likely your browser that is having a problem. The web server returns "Content-Type: application/x-tar" and "Content-Encoding: gzip", neither of which is true (which can make a browser try to do the wrong thing with the file and spew chunks). This is why I switched the home page over to using ASCII-armored versions of the signatures a while back: http://samba.anu.edu.au/ftp/rsync/rsync-2.6.2.tar.gz.asc ..wayne..
