Rails - Nov 2009 - Pagination :order_by => RAND(seed) ---optimized?

Is there a more efficient way to create  the following random order?

@today = Time.new
    @photos = Photo.paginate(:all, :per_page => 28, :page => params
[:page], :order => "RAND(#{@today.yday})")

...could DB use be optimized somehow?
