Rails - May 2006 - How to change timezone globally

Where and how do I setup the timezone in such a way that when I perform
Time.new I get the ''New Delhi'' time and not ''NY
time''. The created_on time
gets populated automatically, it should be as per ''New Delhi
time'' too.
