Rails - Apr 2006 - capistrano error: uninitialized constant WEBrick

When I attempt to cap --apply-to I am getting an error "uninitialized
constant WEBrick"

I also get this error when I try rake migrate. Clearly something is
wrong with my setup.

I get the same error on both windows and Centos.  I am running rails 1.1, mysql.
