Rails - Apr 2006 - Plugins selection & order

A newbie''s question:

At the application level, is there a way to specify (1) whether one of 
vendor/plugins/* and (2) the order of them should be loaded and 
initialized?

I can''t seem to find anything relevant in AWDWR and 
rails-1.0.0/lib/initializer.rb.
