David cornered me this weekend about providing Rails with an exception
to the licensing of Text::Format for Ruby, as it is licenced under
Ruby''s licence, Perl Artistic, and the GNU GPL.
So done. The copy of Text::Format (any version) included with Rails
should have the following text in place of the current copyright notice.
